The Embassy has a Fund through which projects relating to human rights, gender equality, good governance, democracy, citizens' participation and access to justice can be considered to be supported. Funds can also be directed to projects that strengthen local cultural identity and projects related to persons with disabilities and their organisations. Also some HIV/AIDS related activities have been supported. Gender and HIV/AIDS are cross-cutting themes.
Projects can be carried out by non-governmental organisations, foundations, civic institutions or public institutions.
It is possible to direct LCF to the public sector or channel them through UN agencies if there are well justified reasons for doing so.
LCF shall not be granted to charity events or directly to political parties or any political activities.
When Funds are granted, special attention is paid to the following aspects, in particular:
§ the capacity of the organisation to contribute to the goals of Finland's development policy
§ reliability of the applicant organisation or institution
§ the capacity of the organisation to initiate project planning and to invest its own resources in project implementation
§ possibilities of the mission to monitor the implementation of the project
Applications can be submitted all year round (no specific deadline but usually Funds are exhausted around November).
There is no specific application form. An applicant is asked to submit a comprehensive proposal including the following information:
ü description of the organisation (objectives, membership, governance structure, beneficiaries, main activities, projects implemented before, support given by other co-operating partners, contact details)
ü objectives and indicators of the specific project
ü description of the planned activities and a plan of implementation and monitoring
ü target group (s)
ü a detailed budget and
ü funding requested from other sources

KEPA, The Service Centre for Development Cooperation,
is the umbrella organisation of over 200 Finnish non-governmental organisations
working in the field of development cooperation or otherwise concerned with
issues to do with developing countries and globalisation.
KEPA is
ideologically and politically nonaligned and non-denominational. The basic
values underpinning KEPAs work are sustainable development, environmental
protection, fairness, tolerance, equality, a will for peace, human rights and
democracy.
The country programme in Zambia has existed since 1987. The
programme is funded by the Finnish Foreign Ministry. Moreover, KEPA has
programmes in Mozambique and Nicaragua. KEPA has also cooperation relationships
with some non-governmental organisations in Tanzania, Brazil, Caribbean region,
India, Indonesia and Thailand.
Kepa Zambia is a resource centre
strengthening civil society to influence politics and practices for the benefit
of the Zambian people.
In order to contribute to the achievement of its
vision, Kepa Zambia will build the capacity of the civil society in Zambia by
facilitating cooperation locally and internationally, training and information
gathering and dissemination. An important part of this work is to enhance
connections between Zambian and Finnish civil societies.

KEPA means long-term interaction and cooperation on a basis of equality.
Primarily KEPA Zambia cooperates with the non-governmental
organisations.
The long term relations with the partners are agreed on
the bases of common aims and objectives. Other forms of support are capacity
building, financial assistance, training in information and advocacy work or
assistance in networking.
Zambia has approximately 250,000 refugees. The Government of Finland funds continuously humanitarian aid for refugees through organisations like UNHCR, World Food Programme and the Lutheran World Federation. Finland also helps orphans and other victims of the HIV/AIDS-epidemy through Zambian and Finnish NGOs.
